Governance and trustees

Structure

CELP is governed by a board of trustees who carry final responsibility for the integrity of the examination. The trustees appoint a Chief Examiner, who owns the standard, and a Chief Executive, who owns the operation.

The two roles are deliberately separate. No commercial target may change a band, a pass mark or an answer key.

The Standards Committee

The Standards Committee sets the band descriptors and the raw-score-to-band conversion for each paper, and reviews them after every material change to the question bank.

• Approves every new examination paper before it is used
• Reviews the conversion table when questions are added or retired
• Samples marked Writing and Speaking responses to check examiners against each other
• Reports annually to the trustees on standard drift

Conflicts of interest

Trustees, examiners and committee members declare any interest in an organisation that recognises CELP results or prepares candidates for the test. Anyone with a material interest withdraws from decisions affecting it.
